Vandaag keurde het EP een opinie goed over een nieuwe regelgeving mbt. bioproductie en de etikettering van deze producten. Het rapport kwam er na een jaar lang onderhandelen met de Commissie en de Landbouwraad en heeft het oorspronkelijke voorstel sterk verbeterd.

Door de snelle groei van deze producten is de nood ontstaan om consumenten zekerheid te garanderen over de echtheid ervan. Het EP wil meer duidelijke definities en wil deze ook voor producten als textiel en cosmetica. De controle op deze producten moet beter, ook wanneer deze uit niet-EU-lidstaten komen.

Hoewel het zinvol kan zijn om een EU-logo aan deze producten te koppelen wil het EP dat ook de bestaande, vaak meer gekende 'bio-etiketten' blijven bestaan, temeer omdat producenten soms hogere standaarden willen stellen.

Overbodig erop te wijzen dat echte biologische landbouw niet kan met genetische gemodificeerde organismen, de zgn. GGO's. Het EP wil dat er strengere regels komen op zgn. contaminatie, waarbij bioproducten 'vervuild' worden met GGO's. Het vraagt ook - onder het motto van 'de vervuiler betaalt' - dat de verantwoordelijkheid van eventuele vervuiling bij de GGO-producent wordt gelegd. Het Parlement vraagt de Commissie om met een regelgeving hieromtrent te komen.

Het EP wil ook dat het dossier niet langer als puur een advies van het EP aan de Raad wordt gezien, maar het wil meebeslissen over de uitwerking van regelgeving (de zgn. medebeslissingsprocedure). Daarom besliste het Parlement om het rapport terug te verwijzen naar de parlementaire commissie om zo druk uit te oefenen op de andere instellingen.

EP votes to strengthen proposed EU organics rules and calls for co-decision rights

The European Parliament today adopted its opinion for a new EU regulation on organic production and the labelling of organic products with a large majority. After more than a year of intensive negotiations with the Commission and within the Agricultural Council, the report has substantially improved the original legislative proposal. Commenting on the report, the rapporteur, Green MEP Marie-Hélène Aubert , said:
"With the rapid growth in organic products in the EU, there is a need to guarantee certainty for consumers about the products they are buying. To this end, the Parliament has called for clearer definitions on the principles and goals of organic production, as well as the inclusion of non-food products like textiles and cosmetics under these rules. There is also a need to ensure more effective inspection and controls of organic operators, including of imports from outside the EU.

"We need labelling rules that ensure the consumer knows both where the product comes from and under which quality standards it has been produced. While introducing an EU organics logo (as proposed by the Commission) would be positive in this sense, the existing private organic certifiers should be able to maintain their existing logos and set even higher or stricter standards if they want.

"True organic production is completely incompatible with the use of, or contamination with, GMOs. The report demands stricter measures to rule out the contamination of organic products with GMOs. To this end, the Commission is called upon to draw up a new framework directive to apply the polluter-pays principle and introduce full liability of providers and users of GMOs if contamination occurs - be it in organic or conventional production. We need effective and reliable precautionary measures so that all farmers and consumers can stay free of GMOs.

"The EP is calling for the legal basis of the proposal to be changed both to provide coherency for EU organics rules (by including restaurants and caterers in the same legislation) and to ensure that the Parliament has a role in defining the crucial 'implementing rules', which will specify authorised substances and what practises can be allowed in organic farming. It is vital that the EP can keep an eye on these important rules to ensure that the high standards of organics in terms of health and sustainable production can be maintained. To this end, the plenary voted with unanimity to refer the report back to committee to enable the EP to negotiate for co-decision rights with the Commission."
