(27/11/07) Strengere normen voor productveiligheid

De commissie Interne Markt van het Europees Parlement heeft drie rapporten aangenomen die de opstap zijn voor een strengere Europese regelgeving mbt. productveiligheid.

De markt moet strenger worden gecontroleerd en de verantwoordelijkheid van onveilige producten moet bij de importeurs liggen.

Een minpunt is dat de EP-commissie ermee heeft ingestemd om de details van de wetgeving over te laten aan de industrie. De meerderheid van de EP-leden in die commissie vinden dat de EU alleen een breed wetgevend kader moet scheppen. De Europese groenen vinden dat de standaardiseringsorganen nu te veel macht krijgen door het overaanbod van vertegenwoordigers van de industrie. Ze vragen dat ook consumentenorganisaties, KMO's en de milieubeweging hun plaats krijgen in het geheel.

EP committee votes for stronger measures to guarantee product safety

The European Parliament Internal Market (IMCO) Committee today adopted three legislative reports, which aim to deal with the growing problems in the area of product safety, best highlighted be the recent safety concerns with toys that are put on the EU market. After the vote, German Green MEP Heide Rühle said:
"Recent product safety scares have highlighted the need to update EU rules to the challenges posed by a more globalised market and we welcome the attempt to do so. The so-called 'goods package' adopted by the IMCO Committee today aims, among other things, to reinforce market surveillance and clearly set out the importers' liability in cases of non-compliance.

"However we are disappointed that the committee voted in favour of an extensive use of the so-called 'new legislative approach'. Under this approach to product safety, the EU legislator defines only the essential requirements that manufacturers and importers must respect, leaving the more precise technical specifications to industry-heavy standardisation bodies.

"The Greens also proposed improving the composition of the standardisation bodies to guarantee involvement of all interested parties - including SMEs, consumer and environmental organisations - in standard setting. The Greens will seek to re-table this proposal for the plenary vote."
