(13/06/06) EP stemt in met zeer zwak voorstel over kwaliteit grondwater

Het voorstel dat het EP vandaag goedkeurde ivm. de bescherming van de kwaliteit van het grondwater is werkelijk beneden alle peil. Het hangt aan elkaar van de uitzonderingen. Vooral op het vlak van preventie is het niet goed. En voorkomen dat er vervuild water komt is beter en vooral ook veel makkelijker dan het achteraf te zuiveren. Er is niettemin één lichtpunt: de voorzorgsmaatregelen die er in staan zijn bindend. Hoe dan ook is dit een zoveelste stap terug in het milieubeleid van de Europese Unie.

Environment legislation: Parliament votes to rollback protection of EU groundwater

Following the outcome of the European Parliament vote (second reading) on a directive to protect EU groundwater, German Green MEP and member of the Environment Committee Hiltrud Breyer said:

“The EP today approved a scandalously weak proposal from Council that will have little effect on preventing further groundwater pollution in Europe and do nothing to improve the situation. The draft approved by Parliament reads like a shopping list of exemptions and is combined with statistical loopholes to mask the extent of groundwater pollution.

“The failure to include provisions to prevent pollutants entering our groundwater risks contaminating the source of our drinking water and damaging whole ecosystems that rely on unpolluted water. Once polluted, groundwater is next to impossible and very expensive to clean.

“The Parliament made one significant improvement by requiring that the prevention provisions of the legislation are also binding. Parliament must fight to maintain this amendment when the text goes to concilliation. However, if the draft adopted today is the basis for the final text, it will be one further example of the rollback of environmental legislation in the EU.”
