Attack on NGO office in Grozny: The Grozny office of the Committee Against Torture NGO was attacked on Wednesday. The attack was preceded by an unsanctioned rally staged by relatives and friends of Dzhambulat Dadayev, a Chechen man who was killed in April in Grozny by policemen from the Stavropol territory. Reportedly, participants in the rally demanded that human rights activists conduct an investigation into Dadayev's killing. According to Chechen officials, about 30 people have been detained after the incident. Chechen leader Ramzan Kadyrov was quoted as saying that "any unlawful actions, whatever their motivation, are unacceptable and will be stopped." At the same time, Kadyrov claimed that members of the Committee Against Torture "intentionally provoked the incident." President Putin's spokesman Peskov said that Putin would be informed about the incident in Grozny. The Presidential Human Rights Council is expected to discuss the attack on the office of the Committee Against Torture at its session on Thursday. Presidential Human Rights Council discusses attack on NGO office in Grozny: At its meeting on Thursday, the Presidential Human Rights Council discussed an attack on the office of the Committee Against Torture on Wednesday in Grozny (capital of Chechnya). Vedomosti writes that the Presidential Human Rights Council intends to ask the Interior Minister to provide state protection to the head of the Committee Against Torture and member of the Council Igor Kalyapin. (ii) Duma deputies from the Communist Party have asked the Prosecutor General's Office to recognise the Soros Foundation an 'undesirable organization'. (MK, Novye Izvestia, RG, Vedomosti)

Novaya Gazeta journalist receives threats – press: Novaya Gazeta investigative newspaper said that its journalist Yelena Milashina received apparent threats from an article published by Chechnya's news portal, Grozny Inform. Milashina has been reporting about a wedding of a teenage Chechen girl and a local police chief who was said to be already married. (MT, Novaya Gazeta)

Twenty years since Budyonnovsk hospital hostage crisis: Newspapers report widely on the 20th anniversary of a 14 June 1995 attack led by Chechen militant leader Shamil Basayev on the town of Budyonnovsk (Stavropol territory) and hostage crisis at a Budyonnovsk hospital. According to officials, 129 people were killed during the events. (KP, MK, MT, Novye Izvestia, RG)

Chechnya's Kadyrov claims Ukrainian special services behind Nemtsov's killing: Chechen head Ramzan Kadyrov is quoted as having expressed the view that "one should look for the trail of [the murder of Russian opposition politician Boris Nemstov] in Ukraine, Ukraine's Security Service (SBU) and in the US." (Gazeta.ru, Interfax)

Subsidies to regions: Director of the National Institute for social policy Natalya Zubarevich said that transfers from the federal budget account for 80% of the Crimea's budget which is comparable with Ingushetia (87%) and Chechnya (82%). (Vedomosti)

HRW reports on human rights abuses during counterterrorist operations in Dagestan: In a report, Human Rights Watch said that Russia's counterterrorist operations in Dagestan have been marred by human rights violations.  The report points to human rights abuses by Russian law enforcement and crimes committed by militants. North Caucasus: (i) The Islamic State terrorist organization has announced the creation of a new 'governorate', called 'Wilayat Qawqaz' (Caucasus) in the North Caucasus. Reportedly, Islamic State supporters from Dagestan, Chechnya, Ingushetia, Kabardino-Balkaria and Karachayevo-Cherkessia pledged allegiance to the Islamic State. (ii) Two militants have been killed in an operation in Ingushetia. The National Antiterrorist Committee said that the militants who had been killed were involved in recruiting people to terrorist organizations. (Gazeta.ru, KP, MT)
