Candidacy for Russia's new Ambassador to Ukraine: On Friday, the Duma's International Affairs Committee and the Federation Council's International Affairs Committee discussed the nomination of Presidential envoy to the Privolzhsky Federal District Mikhail Babich to the post of Russian Ambassador to Ukraine to replace Mikhail Zurabov who was dismissed by President Putin last week. Putin's spokesman Peskov said that Moscow had requested Kiev's preliminary agreement on Babich's appointment. Press reports that Babich is a former military officer. In the past, he occupied the post of Chechnya's prime minister in 2002-2003 and was a Duma deputy in 2003-2011. Some commentators do not rule out a toughening of dialogue with Kiev, but add that Babich's possible appointment is unlikely to change the situation essentially (Vedomosti). Labour force's increased mobility: According to W-City Community Research, because of deteriorated living conditions, 20 million Russian citizens have left their place of residence in search of work in other Russian regions. The most attractive for them are Moscow, St. Petersburg and Yuzhno-Sakhalinsk. Unemployment in Moscow and St. Petersburg is about 1.8% in each. Unemployment in Chechnya is 16.4%, Tuva 19.1%, Ingushetia 30.9%, and Crimea 6.3%. According to Rosstat, average unemployment rate in Russia is 5.1%, or 4.2 million people (ILO standards). (NG)

Russian National Guard Chief receives Chechnya's highest award: Chechnya's acting head Ramzan Kadyrov has awarded Russian National Guard Chief Zolotov with Chechnya's highest award, the Order of Akhmat Kadyrov.

Nemtsov murder case: Kommersant reports that Duma deputy from Chechnya Magomed Vakhayev has addressed Russian Prosecutor General Chaika with a request to check a theory of a possible involvement of Ukraine's Security Service (SBU) in the murder of Russian opposition politician Boris Nemtsov, who was killed in central Moscow in February 2015. An unnamed source in law enforcement agencies told Kommersant that the so-called 'Ukrainian version' is unlikely to be considered. (Kommersant)

Federal judge killed in Dagestan: A federal judge has been shot dead in Dagestan. (ii) A counter-terrorism operation was launched on Thursday in Dagestan's Botlikh district. Four militants killed in operation in St. Petersburg; attack on traffic police in Moscow: Four suspected members of illegal armed groups from the North Caucasus have been killed in a counter-terrorism operation carried out by FSB officers on Wednesday in a residential building in St. Petersburg. According to media reports, the militants who had been killed were linked to a gang active in the Republic of Kabardino-Balkaria. Kommersant writes that according to unofficial reports, three militants have been detained. Witnesses say that at least one law enforcement officer was wounded in the operation. In a separate incident also on Wednesday, a traffic police station was attacked near Balashikha in the Moscow region. Two policemen were seriously wounded in the attack. Two attackers were shot dead. According to Kommersant, the attackers were natives of Chechnya. FSB is investigating whether they had been linked to members of illegal armed groups. MK does not rule out that the attackers could have been followers of radical Islamic groups. (ii) According to the Russian Supreme Court, the number of people convicted of terrorism and abetting terrorists in Russia has increased by 2.5 times in the first six months of 2016, compared to the same period of 2015. IS claims responsibility for attack on traffic police station in Moscow region: Reportedly, the Islamic State terrorist group [banned in Russia] has claimed responsibility for a 17 August attack on a traffic police station near Balashikha (the Moscow region). Earlier, the media reported that the two attackers have been identified as natives of Chechnya. Meanwhile, Russia's Investigative Committee on Thursday put forward several theories behind the attack, among them a theory of an attempted seizure of arms. (ii) According to Russian law enforcement agencies, a national of a Central Asian country has been detained in Samara on suspicion of plotting a terror attack. (Interfax, RG; NTV)
